NOTICE TO BIDDERS

Notice is hereby given that sealed bids will be received by the Township of Burlington for the “Retrofit of Accessible Curb Ramps”, Contract No. 2021-08, and will be opened and read in public at the Municipal Center, 851 Old York Road, Burlington Township, New Jersey, 08016, on Wednesday, April 20, 2022 at 10 A.M., prevailing time. The bid opening shall be held in the Community Room on the lower level of the Municipal Building. 

The work includes the furnishing of all labor, material and equipment necessary or required to complete all work set forth in these specifications and shown on the Plans.  The major estimated item quantities are summarized as follows:

Concrete Curb Ramp

Plans, specifications and forms of bid for the proposed work prepared by the Burlington Township Department of Engineering, and approved by the Township of Burlington, have been filed in the Office of the Township Engineer at the Municipal Center, and may be inspected by prospective bidders during the regular business hours, by appointment only. Prospective bidders may contact the Office of the Township Engineer at 609-239-5836 or via email to shatfield@twp.burlington.nj.us or  tlomurno@twp.burlington.nj.us to make an appointment. Bidders with appointments will be furnished with a copy of the specifications, plans and proposal by the Engineer at the cost of preparation thereof, $35.00, which is non-refundable. 

Bids must be made on the standard proposal form in the manner designated therein and must be enclosed in a sealed envelope bearing the name and address of the bidder and the name of the project on the outside, addressed to the Township of Burlington, and must be accompanied by a Certified Check, Bid Bond or Cashier’s Check drawn to the order of the Township of Burlington for not less than ten percent (10%) of the total amount bid, provided said security need not be more than $20,000.00.  All bid guarantees shall be accompanied by an executed consent from an approved surety company, licensed to conduct business in the State of New Jersey, agreeing to furnish the required Payment, Performance and Maintenance Bonds upon the award of Contract. A “Surety Disclosure Statement and Certification” form must also accompany the bid pursuant to N.J.S.A. 2A:44-143. 

Bids must be accompanied by a Statement of Ownership Disclosure in accordance with N.J.S.A. 52:25-24.2. In the case of corporations not chartered in the State of New Jersey, a proper certificate shall be provided stating that such corporation is authorized to do business in the State of New Jersey.

The signed proposal form and bid security must be delivered to either: (1) the Office of the Township Engineer on the second floor of the Municipal Building via US Mail, FedEx, UPS or other Courier Service on or before the hour named above; or (2) a drop box labeled “Bids – Contract #2021-08” that will be located outside of the rear entrance to Municipal Center (adjacent to the Police Dept. entrance) on or before the hour named above and up to 48 hours prior to the bid opening. 


Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27et seq., Affirmative Action Regulations.

The accepted bidder must sign the contract within ten (10) days after the Notice of Award or forfeit his bid security.  Bid securities will be returned to all but the three apparent lowest responsible bidders.  All other bid securities will be returned within three days after awarding and signing of the contract and approval of the Contractor’s Payment and Performance Bonds, Saturdays, Sundays and Holidays excepted.

The Township Council reserves the right to reject any or all proposals in whole or in part, or to make awards to such bidder or bidders who, in the judgment of the Township Council, makes the most advantageous bid and to waive such informalities as may be permitted by law.

This Contract is subject to the U.S. Department of Housing and Urban Development, Community Development Block Grant Program regulations and Federal Labor Standard provisions. 

NOTICE IS HEREBY GIVEN. THIS IS A SECTION 3 PROJECT OF THE HOUSING AND URBAN DEVELOPMENT ACT OF 1968, AND, TO THE GREATEST EXTENT FEASIBLE, OPPORTUNITIES FOR TRAINING AND EMPLOYMENT MUST BE GIVEN TO LOW AND MODERATE INCOME PERSONS RESIDING WITHIN THE PROJECT AREA; AND THE PROJECT MUST UTILIZE BUSINESSES LOCATED IN OR OWNED IN SUBSTANTIAL PART BY PERSONS RESIDING WITHIN THE PROJECT AREA.
