Burlington Township, a municipality with a population of approximately 24,000, approximately 154 full-time employees, and a combined annual budget of approximately $42 million, including the General, Water Utility, and Sewer Utility budgets, is seeking an experienced, qualified professional to serve as Certified Municipal Finance Officer.
The Certified Municipal Finance Officer is responsible for the administration and oversight of the Township’s financial operations in accordance with applicable New Jersey laws and regulations. Responsibilities include preparation and administration of the municipal budget; maintenance of financial records and internal controls; preparation of the Annual Financial Statement and Annual Debt Statement; cash management and investments; debt issuance and capital financing; grant accounting; payroll and accounts-payable oversight; financial reporting; audit coordination; and supervision of Finance Department personnel.
The CMFO will work closely with the auditor, bond counsel, financial advisor, and other Township professionals. The successful candidate must possess strong leadership, analytical, organizational, and communication skills and demonstrate the ability to manage multiple funds, utility operations, statutory deadlines, and long-term financial planning.
Applicants holding a valid New Jersey Certified Municipal Finance Officer certificate are preferred. The Township may consider an otherwise qualified candidate for appointment as temporary CFO, subject to applicable statutory requirements. Applicants should have progressively responsible experience in New Jersey municipal finance. Experience with municipal budgeting, capital and debt planning, payroll, utility accounting, and the Edmunds financial management system is highly desirable.
Salary: $90,000–$125,000, commensurate with qualifications and experience.
